For a second straight auction, PJM's reserve margin cleared more than 5 points below its rising target

Note: Total reserve margin includes RPM and FRR commitments, on an ICAP basis. Target is PJM's installed reserve margin (IRM), which rose from 14.5% to 20.0% over the period.
