Contracted, Existing, and SMART ES are the regulation's own defined terms (225 CMR 21.02). "Base rate" is not a term used in the regulation -- it's Modo's label for a Qualified Energy Storage System that doesn't receive any of the named multipliers, so none is applied (1.0x).
